			<content:encoded><![CDATA[<p><a class="highslide" onclick="return vz.expand(this)" href="http://narcoosseefl.com/wp-content/uploads/2010/02/meeting.jpg"><img src="http://narcoosseefl.com/wp-content/uploads/2010/02/meeting-300x198.jpg" alt="meeting" title="meeting" width="300" height="198" class="alignleft size-medium wp-image-441" /></a>The Osceola County Commission adopted a resolution Monday to create a new advisory committee that will be responsible for helping to form a plan to enhance the aesthetics and business viability of areas along U.S. Highway 192 and several roadways connecting to it.</p>
<p>The commission’s action officially formed the Gateway Advisory Committee, which replaced the former East 192 Enhancement Advisory Committee. The motion was necessary to broaden the focus on identifying concerns along the various roads leading into the county, including East U.S. Highway 192, West U.S. Highway 192, Orange Blossom Trail and Narcoossee Road, county officials said. The previous committee only focused on the area along East U.S. Highway 192 from Michigan Avenue in Kissimmee to Canal C31 in St. Cloud.</p>
<p>The committee will have 10 members; six have been appointed by the County Commission already while the cities of Kissimmee and St. Cloud have yet to appoint two representatives each. All appointments will be for four years and no committee member may serve more than eight consecutive years.</p>

The project is situated south of State Road 417 (Greeneway), east of Lake Nona, north of the Osceola County line and west of the Lake Hart/Lake Whipoorwill Rural Settlement. The project limits begin at Osceola line and extends north to State Road 417, a distance of approximately 3.9 miles. </p>
<p>The existing roadway is rural in character and includes a single travel lane in each direction along with roadside drainage swales. The roadway widens at points along the route to accommodate turn lanes at major cross streets.</p>
<p>Land uses served by this portion of Narcoossee Road include low and medium density residential, commercial, institutional, rural/agricultural and conservation. This project is identified in Orange County&#8217;s Transportation Element of the Comprehensive Policy Plan and is designated as a Partnership Project.</p>
<p>On October 10, 2006 the Orange County Board of County Commissioners approved two agreements that established partnerships for both the funding and the design and construction of a six-lane widening of Narcoossee Road. The accelerated funding for this project is comprised of impact fees and a grant established between Orange County and the Florida Department of Transportation for $5.7 million through the Transportation Regional Incentive Program (TRIP).</p>
<p>The proposed Narcossee Road widening project will utilize a 15.5-foot raised landscaped median to divide the 6-lane typical section (three lanes of traffic in each direction). The typical section also features 11-foot wide travel lanes, 4-foot on-road bicycle lanes, 6-foot wide sidewalks as well as roadway lighting. Improvements will also provide a curb and gutter stormwater collection system on each side of the road and a closed, underground stormwater collection system requiring a number of new stormwater ponds. </p>
